These data vastly underestimate the true magnitude of non-traffic fatal incidents involving children.  This chart represents the incidents has documented involving children < 15 years of age.

In January 2009, the National Highway Traffic Safety Administration (NHTSA) issued its first report about nontraffic incidents as per the provision we helped adopt as part of the 2005 Federal Transportation bill entitled, the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). NHTSA refers to this new database as the “Not-in-Traffic-Surveillance” system or NiTS.

Subsequent to NHTSA’s first report, they extracted data involving children only and issued a second report (a subset of the January 2009 report) in June of 2009 specific to children involved in nontraffic events.
